Economic Development Board

South Australia’s Economic Development Board (EDB) was created in April 2002 as a State Government initiative. It is charged with a specific focus on long-term growth and prosperity.

With respected businessman Bruce Carter as its chair, and a membership comprising some of the nation’s most respected business identities, the EDB is bringing fresh thinking to the key issues facing the State.

The EDB held an Economic Growth Summit in April 2003 in Adelaide to seek input into the preparation of a report outlining the way forward for the South Australian economy.

In May 2003, the EDB released its report A Framework for Economic Development in South Australia, which contained 72 major recommendations for action by government, business and the community.

On 3 April 2004, 400 delegates from South Australia’s business, union, government, education and wider community convened with the Premier in Adelaide to report on achievements over the year and identify priorities for going forward.

In April, 2005, a major briefing was held with the objective of providing Economic Growth Summit delegates and other stakeholders with a progress report on implementation success of the Framework for Economic Development. 

The briefing offered a degree of "closure" on the Framework document as the majority of recommendations had been implemented, with attention shifting to implementation of South Australia's Strategic Plan.

The EDB believes South Australia's Strategic Plan reinforces the need for an integrated and co-operative approach to the challenges facing South Australia.  The EDB has a key role in monitoring the implementation of the plan and benchmarking the State's performance against it.

Other important policy initiatives where the EDB has played a role include the Strategic Infrastructure Plan, Population Policy, the 10-Year Vision for Science, Technology and Innovation and the Minerals Exploration Initiative.

Recent Project

South Australia's Economic Development Board has prepared an Economic Statement that will shape the State's future economic policy.

 

Competitiveness Council

South Australia's Competitiveness Council has one clear task – to recommend practical ways the State Government can make SA the most competitive place to do business in Australia and New Zealand.

The Council was set up in 2006 as a sub committee of the EDB.  Its membership includes business leaders, economic specialists and policymakers. Its brief is to identify, develop and champion reforms that enhance SA’s competitiveness and generate further investment.

SA is determined to build on its competitive edge - reduce business costs, streamline development processes, cut red tape, and ensure we continue to have both a skilled and available workforce and the world-class infrastructure we need to support economic growth.

EDB Charter:

The Economic Development Board (EDB) is the government’s key advisory body on economic development issues in South Australia.

The EDB was established to develop a framework for economic development in South Australia and implement strategies and facilitate projects that will support the long-term and sustainable economic growth of South Australia.

The EDB will:

1. Develop and oversee the implementation of a framework for economic development in South Australia.

2. Provide high level strategic and policy advice to Government on economic development and industry issues.

3. Advise on and help facilitate the development of major projects which are of significance or strategic importance to the State’s development and have government support.

4. Work in partnership with the private sector to facilitate and promote the economic development of the State.

5. Work with government and business to ensure the State’s business environment and infrastructure is competitive and supports the development of South Australia’s existing business base as well as the creation and attraction of new businesses.

6. Promote innovation, education and skills development as key drivers behind the State’s economic growth and work collaboratively with government agencies, education and research institutions and the private sector in promoting and developing the State’s knowledge-based potential.

7. Pro-actively promote investment and business opportunities in South Australia and work with the private sector in facilitating strategic investment opportunities that support South Australia’s economic development framework.

8. Give regard to the specific economic needs and challenges faced by regional communities.

9. Establish, monitor and measure the performance of the State on key economic, social and environmental indicators.

In fulfilling this charter the EDB will work in co-operation and in partnership with the State’s public and private sectors, education providers, unions, Social Inclusion Board, Premier's Science and Research Council, Sustainability Roundtable and the wider community to collectively help secure and enhance the State’s economic future.

Manufacturing Consultative Council

The Manufacturing Consultative Council’s role is to provide advice to the various stakeholders on issues pertaining to the State’s manufacturing sector and to promote communication between the manufacturing sector and the State Government.

Terms of Reference:

  • Assist in the development of strategies and programs to support the growth and international competitiveness of the manufacturing sector. 
  • Raise issues affecting manufacturing for consideration by the Minister for Economic Development and the Minister for Industry and Trade and which may be subsequently referred back to the committee for further work.
  • Provide feedback on the impact of government policies and programs on the manufacturing sector.
  • Advise the Minister on specific matters that have been referred to it by the Minister(s).
  • Ensure strong linkages with other advisory bodies.

Regional Communities Consultative Council

The Regional Communities Consultative Council (RCCC) is an independent advisory body, established by the South Australian Government, to make recommendations to the Minister for Regional Development on ways in which the Government and communities can work together to strengthen the capacity of communities to respond to local issues and opportunities.

The RCCC’s key responsibilities include advising the Minister for Regional Development about the broad impact of decisions on regional communities and opportunities for initiatives to advance social, economic and environmental development that will improve the quality of life in regional South Australia.

The membership of Council comprises key representatives from local government, regional development boards, business and community, with a broad geographic spread across regional South Australia.

The Council is currently chaired by Mr Peter Blacker, former Member for Flinders in the SA House of Assembly from 1973 to 1993, current President of the Marine Scale Pilchard Fisherman’s Association and Vice Chair of the South Australia Strategic Plan Community Engagement Board.

The RCCC meets in a regional location at least four times a year and over two days holds a formal meeting as well as a community consultation forum and may also include site visits and targeted meetings with local groups, industry or community leaders.

RCCC Terms of Reference

  • Advocate change that will improve the quality of life in regional areas.

Business Development Council

The Business Development Council is an independent advisory body that will make recommendations to the Minister for Small Business on ways in which the government and industry can work together to strengthen the capacity of small businesses to respond to local issues and opportunities.

Terms of Reference

The Business Development Council will undertake the following responsibilities:

  • Advise the Minister for Small Business about the broad impact of decisions on small businesses.
  • Advise the Minister for Small Business of any opportunities for initiatives to promote business continuity, sustainability and growth.
  • Advise the Minister for Small Business on specific areas for reducing regulations in the small business sector.
  • Advise the Minister for Small Business on key issues under South Australia's Strategic Plan that relate to the small business sector, including measures to increase the competiveness of the small business sector in South Australia, develop a vibrant and entrepreneurial small business sector and increase the capacity of the small business sector to export over time.
  • Advise the Minister for Small Business on key issues affecting family businesses and opportunities to promote sustainability in consultation with other industry groups and educational representatives.
  • Advise the Minister for Small Business on the challenges and opportunities in the provision of government services and programs for small businesses.
  • Advise Ministers and Cabinet, through the Minister for Small Business, on matters that may be referred to the Council by them from time to time.
  • Advocate change that will improve the environment in which small businesses operate.
